James Jesus Angleton was one of the most creepy people in the CIA (which made him one very creepy person indeed) and someone who many people think was involved in the JFK assassinat­ion.



When he left the CIA he made the cryptic statement "A mansion has many rooms" What he meant was that there are lots of different factions, centers of power, and conflictin­g agendas within the CIA. They can give money to a guy from one part while another part tries to assassinat­e that guy.



So in the same way its possible that you could have people warning about 9/11 from the CIA at the same time as others were helping it happen. I think it was definitely clear that there were warnings about 9/11 coming from them, even David Tenant, not the most competent man in the world, was aware of them and tried to warn the president.



As to what Daddy Bush would have done you are right we can never really know.
